The Traffic Management (Strategic Roads in Greater London) Designation Order 2005

The Secretary of State for Transport, in exercise of the powers conferred by section 60 of the Traffic Management Act 2004[1] ("the 2004 Act") hereby makes the following Order:

Citation and commencement
    1.This Order may be cited as the Traffic Management (Strategic Roads in Greater London) Designation Order 2005 and shall come into force on 7th April 2005.

Designation of strategic roads
    2. - (1) The roads specified in the Schedule to this Order are hereby designated as strategic roads for the purposes set out in section 60(1) of the 2004 Act.

    (2) The date as from which each of those roads shall become a strategic road is 5th September 2005.

Interpretation of the Schedule
    3.In the Schedule to this Order - 

    (a) a reference to the boundary of London is a reference to the boundary of Greater London;

    (b) "m" means metres; and

    (c) unless otherwise provided, the description of a road includes the intersection of that road and any other road that crosses it at the same level.

Section 60 of the Traffic Management Act 2004 enables the Secretary of State to designate roads and proposed roads in Greater London, other than roads for which the Secretary of State or Transport for London is the traffic authority, as strategic roads for the purposes specified in that section; namely the purposes of section 301A of the Highways Act 1980[2] and section 121B of the Road Traffic Regulation Act 1984[3] (each of which imposes restrictions on the exercise by London borough councils of powers under the relevant Act so as to affect a GLA road, a strategic road or a road in another London borough other than a GLA road or strategic road). The designated roads are specified in the Schedule and they will become strategic roads with effect from 5th September 2005.

A Regulatory Impact Assessment was produced for the Traffic Management Act 2004 and a further Regulatory Impact Assessment has been prepared for this Order.
