The Local Government Boundary Commission for Wales, having submitted to the National Assembly for Wales, in accordance with sections 54(1) and 58(1) of the Local Government Act 1972[1], a report dated May 2003 on its review of part of the boundary between the County Borough of Neath Port Talbot and the County of Powys in the area of Cwmtwrch, together with the proposals formulated by the Commission; And the National Assembly for Wales having decided to give effect to those proposals without modification; And more than six weeks having elapsed since those proposals were submitted to the National Assembly for Wales; Now the National Assembly for Wales, in exercise of the powers given to the Secretary of State by section 58(2) of the Local Government Act 1972 and which are vested in the National Assembly for Wales so far as exercisable in relation to Wales[2], makes the following Order: Name and commencement 1. - (1) This Order is called the Neath Port Talbot and Powys (Cwmtwrch) Order 2004. (2) This Order comes into force on 1 April 2005, which is the appointed day for the purposes of the Regulations, except that for the purposes set out in regulation 4(1) of the Regulations, this Order comes into force on 1 December 2004. Interpretation 2."the boundary map" ("y map ffiniau") means the map prepared by the National Assembly for Wales and marked "Boundary Map of the Neath Port Talbot and Powys (Cwmtwrch) Order 2004" and deposited in accordance with Regulation 5 of the Regulations;
Changes in County boundaries ![]() ![]() (This note is not part of the Order) This Order, made in accordance with section 58(2) of the Local Government Act 1972, gives effect to proposals of the Local Government Boundary Commission for Wales. The Local Government Boundary Commission for Wales ("the Commission") reported in May 2003 on a review conducted by the Commission of part of the boundary between the County Borough of Neath Port Talbot and the County of Powys in the area of Cwmtwrch. The report recommended changes to part of the existing boundary, the effect of which would be that part of the community of Ystalyfera in the area of Cwmtwrch (shown hatched black on the boundary map and referred to in the Order) at present in the County Borough of Neath Port Talbot, would form part of the Community of Ystradgynlais in the County of Powys. This Order gives effect to those recommendations without modification. Copies of the boundary map showing the new boundary are deposited and may be inspected during normal office hours at the offices of Neath Port Talbot County Borough Council at Civic Centre, Port Talbot, at the offices of Powys County Council at County Hall Llandrindod Wells, Powys and at the offices of the National Assembly for Wales at Cathays Park, Cardiff. The Local Government Area Changes Regulations 1976 (as amended) ("the 1976 Regulations"), referred to in Article 1(2) of this Order contain incidental, consequential, transitional and supplementary provisions about the effect and implementation of orders such as this. There are consequential changes to the electoral divisions of Ystalyfera and Cwmtwrch to correspond with the new community boundary, and to the boundary between the preserved counties of West Glamorgan and Powys reflecting the change to the boundary between the County Borough and County which, respectively, form part of those preserved counties.
