Whereas: (1) The Queen Elizabeth II Conference Centre Trading Fund Order 1997[1] established under the Government Trading Funds Act 1973[2] a trading fund to be known as The Queen Elizabeth II Conference Centre Trading Fund ("the Fund"); (2) It appears to the First Secretary of State ("the Secretary of State") that:
(b) the financing of those operations by means of the Fund would be in the interests of the improved efficiency and effectiveness of the management of those operations; (3) The Secretary of State has, in accordance with section 2 of the 1973 Act and with the concurrence of the Treasury, determined that no Crown assets or liabilities are properly attributable to the operations in question in addition to those already appropriated to the Fund;
(b) the provision of consultancy advice connected with conference and related services, whether undertaken at The Queen Elizabeth II Conference Centre or elsewhere. (2) Accordingly, the Schedule 1 set out in the Schedule to this Order is substituted for Schedule 1 to the 1997 Order. The relevant operations of the Office of the Deputy Prime Minister are:
(b) the letting of space within the curtilage of, and within and on, The Queen Elizabeth II Conference Centre; (c) the provision of consultancy advice connected with conference and related services, whether undertaken at The Queen Elizabeth II Conference Centre or elsewhere; and (d) operations incidental, supplementary, conducive or otherwise ancillary to the foregoing, including the letting and managing of any concessions at the centre. (This note is not part of the Order) This Order extends the scope of The Queen Elizabeth II Conference Centre Trading Fund Order 1997, which established The Queen Elizabeth II Conference Centre as a trading fund with effect from 1st April 1997. It adds
(b) the provision of consultancy advice connected with conference and related services, whether undertaken at The Queen Elizabeth II Conference Centre or elsewhere, to the operations to be financed by means of the fund.
