The Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred upon him by section 42A(3)(c) of the Local Government Finance Act 1988[1], and of all other powers enabling him in that behalf, hereby makes the following Order: - Citation, commencement, extent and interpretation 1. - (1) This Order, which extends to England only, may be cited as the Non-Domestic Rating (Designation of Rural Areas) (England) Order 2001 and shall come into force on 31st December 2001. (2) In this Order:
(ii) the areas shown cross-hatched on the map bounded externally by the outer edge of a black line, excluding, in each case, any part or parts of the areas which are designated as rural areas under - Designation of rural areas The London borough of Barking The London borough of Bexley The London borough of Brent The London borough of Camden City of London, the Inner Temple and the Middle Temple The London borough of Croydon The London borough of Ealing The London borough of Greenwich The London borough of Hackney The London borough of Hammersmith and Fulham The London borough of Haringey The London borough of Harrow The London borough of Hounslow The London borough of Islington The Royal borough of Kensington and Chelsea The London borough of Lambeth The London borough of Lewisham The London borough of Merton The London borough of Newham The London borough of Redbridge The London borough of Richmond upon Thames The London borough of Southwark The London borough of Sutton The London borough of Tower Hamlets The London borough of Waltham Forest The London borough of Wandsworth City of Westminster The City of Birmingham The metropolitan borough of Dudley The City of Liverpool The City of Manchester The metropolitan borough of Sandwell The City of Wolverhampton The borough of Blackpool The City of Bristol The City of Derby The City of Kingston upon Hull The City of Nottingham The City of Plymouth The City of Portsmouth The borough of Reading The borough of Slough The City of Southampton The borough of Southend-on-Sea The City of Cambridge The borough of Castle Point The City of Gloucester The borough of Gosport The district of Harlow The borough of Ipswich The City of Lincoln The City of Norwich The borough of Spelthorne The borough of Stevenage The borough of Tamworth The borough of Watford The City of Worcester The borough of Worthing (This note is not part of the Order) The Local Government Finance Act 1988 provides for mandatory relief from non-domestic rates for public houses, petrol filling stations, general stores, food stores and post offices, and discretionary relief for hereditaments used for purposes beneficial to the local community, in certain rural settlements in areas designated as rural areas by order of the Secretary of State. This order designates further areas in England only, in addition to those designated by S.I. 1997/2792, S.I. 1998/393, S.I. 1998/2836 and S.I. 1999/3158. This order provides for all of England outside of the local authority areas listed in the Schedule and the urban areas shown on the maps to be designated as a rural area. The maps referred to in Article 1 of the Order may be inspected during normal office hours at the Department for Transport, Local Government and the Regions, Eland House, Bressenden Place, London SW1E 5DU.
