EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations amend the European Communities (Recognition of Professional Qualifications) Regulations 1991 (S.I. 1991/824, referred to here as "the principal Regulations") which give effect in the United Kingdom to Council Directive 89/48/EEC (O.J. No. L19, 24.1.89, p. 16) on a general system for the recognition of higher-education diplomas awarded on completion of professional education and training of at least three years' duration.

The amendments comprise the insertion of words in Regulation 4 to clarify the application of the term "designated authority" in that regulation; the insertion of a reference to the profession of chartered certified accountant into Schedule 3 to the principal Regulations in place of a reference to the profession of certified accountant; and the substitution of a new version of Schedule 1 to the principal Regulations. The new Schedule 1 differs from its predecessor in a number of respects: it includes new entries and amended entries, and a number of former entries have now been removed.
