In exercise of the powers conferred on the Secretary of State by section 144 of the School Standards and Framework Act 1998[1], the Secretary of State for Education and Employment hereby makes the following regulations:- Citation, commencement and application 1. - (1) These regulations may be cited as the Education (School Organisation Committees) (Initial Financial Arrangements) (England) Regulations 1999 and shall come into force on 15th March 1999. (2) These regulations apply to local education authorities in England. Interpretation 2.In these Regulations-
Duty of local education authority to prepare statement etc. (This note is not part of the Regulations) Paragraph 4(2) of Schedule 4 to the School Standards and Framework Act 1998 places a duty on each school organisation committee before the beginning of each financial year to submit to the relevant local education authority for approval by the authority a statement of its estimated expenses for that financial year. These regulations make provision for the first financial year in which school organisation committees are established, expected to be the financial year 1999-2000. The regulations provide that, for the first financial year in which the committees are established, each local education authority must prepare a statement of the estimated expenses of the committee.
