Whereas a draft of these Regulations has been laid before Parliament, a period of forty days has expired, and neither House has presented an Address to Her Majesty against the draft or any part thereof; Now, therefore the Secretary of State, in exercise of the powers conferred by section 2(1) of the Parks Regulation (Amendment) Act 1926[1] and now vested in him[2], and by section 62 of the Road Traffic Regulation Act 1984[3] and of all other powers enabling him in that behalf, hereby makes the following Regulations- Citation and commencement 1.These Regulations may be cited as The Hyde Park and The Regent's Park (Vehicle Parking) (Amendment) Regulations 1999 and shall come into force the day after the day on which they are made. Amendment of The Hyde Park and The Regent's Park (Vehicle Parking) Regulations 1995 2.The Hyde Park and The Regent's Park (Vehicle Parking) Regulations 1995[4] are amended as follows- (1) Regulation 2 is amended by inserting, after the definition of "constable", the following definition-
(2) Regulation 3 is revoked and the following regulation substituted-
(b) The Regent's Park at any time between 09:00 hours and 18:30 hours on any day, unless a valid parking ticket is displayed in the vehicle in such a way that it is clearly visible to a person outside the vehicle." (3) Regulation 4 is revoked, and the following regulation substituted-
(2) Paragraph (1) shall not apply in respect of parking on a Sunday or holiday." (4) Regulation 6 is revoked and the following regulation substituted-
(b) for parking in Hyde Park or The Regent's Park on any other day, 5 pence for every two minutes or part thereof." (5) Paragraph (4) of Regulation 8 is revoked. (This note is not part of the Regulations) These regulations amend The Hyde Park and The Regent's Park (Vehicle Parking) Regulations 1995 with the following effects:
(b) The four hour parking limit does not apply on Sundays or holidays. (c) The charge for parking tickets is 25 pence for each fifteen minutes or part thereof on Sundays or holidays, and 5 pence for every two minutes or part thereof on any other day.
