The Bovine Offal (Prohibition) (England, Wales and Scotland) (Revocation) Regulations 1995

The Minister of Agriculture, Fisheries and Food, the Secretary of State for Health and the Secretary of State for Wales, acting jointly, in relation to England and Wales, and the Secretary of State for Scotland in relation to Scotland, in exercise of the powers conferred on them by sections 6(4), 16(1)(a), (b), (c), (d), and (f), (2) and (3), 26(3) and 48(1) of, and paragraph 3(1) of Schedule 1 to, the Food Safety Act 1990^[1] and of all other powers enabling them in that behalf, after consultation in accordance with section 48(4) of the said Act with such organisations as appear to them to be representative of interests likely to be substantially affected by the Regulations, hereby make the following Regulations:—

Title and commencement
    1.    These Regulations may be cited as the Bovine Offal (Prohibition) (England, Wales and Scotland) (Revocation) Regulations 1995 and shall come into force on 15th August 1995.

Revocations
    2.    The Regulations specified in columns 1 and 2 of the Schedule to these Regulations are hereby revoked to the extent specified in column 3 of that Schedule.

Amendment
    3.    After the definition of "scientific purposes" in regulation 2(1) of the Animal By-Products (Identification) Regulations 1995^[2] there shall be inserted the following—
""specified bovine offal" means—
(a) the brain, spinal cord, spleen, thymus, tonsils and intestines of a bovine animal six months old or over which has died in the United Kingdom or has been slaughtered there;

(b) the thymus and intestines of a bovine animal two months old or over but less than six months old which has died in the United Kingdom or has been slaughtered there;

(c) the thymus and intestines of a bovine animal under two months old which has been slaughtered in the United Kingdom for human consumption,

and includes anything left attached to such organ after dissection of the carcase and any animal matter which comes into contact with the organ after it has been removed from the carcase, but does not include a whole carcase;."
