    The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by section 117(8) of the Local Government Finance Act 1988[1], sections 149 and 190(1) of the Local Government and Housing Act 1989[2] and of all other powers enabling them in that behalf, hereby make the following Regulations—
        1.    These Regulations may be cited as the References to Rating (Housing) Regulations 1990 and shall come into force on 1st April 1990.
        2.    The enactments specified in the Schedule to these Regulations are amended as specified in that Schedule.
        3.    Section 26(3)(a) (agricultural premises) of the General Rate Act 1967[3] shall continue to have effect after 31st March 1990 for the purposes of section 26 of the Rent Act 1977[4], sections 112 and 184 of the Housing Act 1985[5] and paragraph 6 of Schedule 1 to the Housing Act 1988[6] (land let with dwelling-house) as if section 117(1) (rates and precepts: abolition) of the Local Government Finance Act 1988 had not been enacted.
